Because if you tickle yourself, you know what to expect. When someone else tickles you they can send you into spasms by touching you in unpredictable ways. This has been demonstrated using a robotic tickling arm. People could not make themselves laugh as long as the arm moved in real time, but if a delay was introduced so they couldn’t predict the effect of their movements they found the effects ticklish again. Although tickling can be fun, it can also be unpleasant or even painful. The laughter it causes is involuntary and not necessarily a sign of pleasure.

Its deeper than that..
We are to comfortable with ourselves and thus we can not tickle our selves... Its also to do with the very tiny hairs on the surface of skin.. the lighest touch can make you ticklish even if your tickled in the same place... Its the interation of another with yourself, deep down when someone enters your comfort zone, you become shy and that creates a nervous reaction when they touch you, your comfortable with your own touch but when you become nervous about anothers touch it tickles.... Lets not go scientific on tickling, it happens because it happens and its a good feeling.
