It's a limit but only until the writers choose to make him notice, he's only held back by plot convenience then can overcome anything.

This thread reminds me of an excerpt from the film "Stand By Me":

Vern: Do you think Mighty Mouse could beat up Superman?
Teddy: What are you, cracked?
Vern: Why not? I saw the other day. He was carrying five elephants in one hand!
Teddy: Boy, you don't know nothing! Mighty Mouse is a cartoon. Superman's a real guy. There's no way a cartoon could beat up a real guy.
Vern: Yeah, maybe you're right. It'd be a good fight, though.

At first I thought Galactacus, however, I agree that Q are omnipresent and omnipotent. Who were the ones in Deep space 9? that chose cisco as their emissary?

Practically without limit is correct. When their discussion led to nuclear war, Manhattan was said to be able to stop ALMOST all the nuclear warheads the Russians could fire. I don't think Q would have any limitations there. He could send all nuclear missiles to the furthest galaxy, along with whoever was firing them.
