These Hubble class telescopes were originally intended to be used as military spy satellites. If the U.S. is just giving them away rather than deploying them, I can only imaging what they have that is so much more sophisticated and powerful, that these are considered redundant and not worth bothering with.
Maybe the new Boeing X37 has taken on this role. It can be rerouted easily to wherever it is needed, and is large enough to house the sophisticated optics needed for such a purpose.
