Free"ultimate gadget guide" with issue

I just picked up the July issue from tesco. It came with a tesco exclusive of a free "ultimate gadget guide" worth £3.99. Excellent I thought, theres been a few technology events in the past months and i'm sure theres plenty i've missed, always good to get a bargain.
After reading this guide (and not the magazine yet) what a massive let down. Not only is it from last year making it out of date in a fast moving market of tech, some of the info in it (2 small articles in particular) were biased and one was just a half truth!
It actually has "free with the july issue of focus" printed on the corner of the cover! So someone has actually sat down and gone "Hey remember that tech mag we made last year? The one thats out of date by at least 6 months and didn't sell well, lets reskin it and give it away!"
Whose bright idea was it to waste money on this?

Bold claims. However, that which can be asserted without evidence, can be dismissed without evidence.
